Third sector organisations
across Cardiff are invited to apply for grant funding to support better access
to free, dignified and sustainable period products in the city.
Applications for the 2025–26 Period Dignity Grant, a Welsh Government-funded initiative aimed at ensuring that period products are made available to those who need them, are now open and funding up to £2,000 per organisation is available to support thepurchase and distribution of eco-friendly period products, educational materials, and essential hygiene items.
In the UK, one in 10 girls can't afford to buy period products, while one in 7 have struggled to afford them, according to a representative survey of girls and young women aged 14–21. The Period Dignity Grant aims to tackle this inequality head-on by ensuring that no-one in Cardiff is left without the products they need.
Organisations can use the funding to provide:

Reusable
and plastic-free period products (Up to 75% of the grant allocation must be
allocated to sustainable products
- Educational starter packs and awareness
materials
- Hygiene disposal bags, wet bags, and emergency clothing for those in crisis
- Products must be distributed in a practical, accessible, and dignified way—whether through community hubs, food pantries, safe spaces, or outreach programmes.
Cabinet Member for Public
Health and Equality, Cllr Julie Sangani, said: “Period dignity is a
basic right, not a privilege. Through this grant, we’re empowering local
organisations to make a real difference in their communities—ensuring that no
one has to choose between buying food and period products. I encourage all
eligible groups to apply and be part of this vital city-wide effort.”
Between April and December last year, more than 3,000 period products were distributed across Cardiff Council hubs and libraries, along with the Parks and Recreation teams, sports bodies and Cardiff and Vale health board settings. More than 1,000 individuals and families were supported through council services.
An estimated 1,250 people were reached through community groups and charities and 100% of feedback received has been positive, with users describing the service as “life-changing” and “a lifesaver for our local community”.
The Council has partnered with organisations and charities in 71 different locations across the city, ensuring comprehensive local coverage, supporting asylum seekers, people with learning disabilities, and low-income families with culturally sensitive and inclusive provision.
In addition to ensuring products are available and accessible in community settings, the Council has invested more than £1m in its period dignity initiative in schools across the city since 2019, providing learners with access to free products, helping to combat stigma, address period poverty, and promote dignity by improving facilities in schools.
The programme has contributed to Cardiff's recognition as a UNICEF Child Friendly City and is an example of how we are prioritising children's views and needs in decision-making.

Requests will be considered up until the end of the financial year. Successful applicants will be required to submit basic governance documents and report on how the funding has been used.
