Record attendance as concern grows over diesel regulation

Growing concern over forthcoming diesel regulationled to a record attendance at a presentation to The Institute of the Motor Industry Birmingham members group.

Industry bodies and motor retailers were represented at the event which looked at how the forthcoming changes to emission standards which will affect drivers and businesses.

Vince Carter from the Leicestershire based company DPF Clean Team, which provides a reconditioning and particle filter cleaning service with a 24 hour turnaround, detailed the history of the European emission limits since 1992 for both petrol and diesel cars including the new rules expected to be introduced from next year (2017).

Mr Carter said: "We cannot continue to solve one problem by creating another. Replacing units on older cars which fall under the new legislation is not always the answer. All that happens is you are creating more scrappage.Where you can clean and recondition a unit this makes far more sense from an economic and environmental point of view."

The first European standard for passenger cars was introduced in 1970. It then became part of European law in 1992 known as Euro 1. It has since been adapted and strengthened and is currently operated under legislation known as Euro 6.

The next stage in Euro 6 and Euro 7 - aims to introduce an RDE (Real Driving Emissions) Test, and potentially introduce even greater reductions in CO2 (Carbon Dioxide) limits and cut NO2 (Nitrogen Oxide) from 180mg/kw to 110mg/kw and reduce particle soot size from 23nm to 10nm (nanometres).

Meanwhile, proposals have been put forward by the new London Mayor to introduce a £10 levy for older cars from 2018 on top of the congestion charge.

Mr Carter told the audience it has been reported that it is estimated, 9,400 premature deaths were due to illnesses caused by long term exposure to air pollution in London. He also said emission levels outside 448 schools in the capital exceeding legal air quality levels.

He said: "These figures are shocking. Something has to be done and is going to be done. It is up to us in the industry to find the best way to deal with it from an economic point of view for our customers and from an environmental point of view for ours and our children's future health."
